문화재보호법 제7조에 의거 지정된 천연기념물에 대하여 지정명칭을 변경하고 같은 법 제13조, 제16조에 의거 국가지정문화재(천연기념물) 지정구역 및 관리단체를 변경하고자 같은 법 제10조 규정에 따라 다음과 같이 고시합니다.

1. 고 시 명 : 국가지정문화재 지정명칭, 지정구역 및 관리단체 등 변경

가. 철원 천통리 철새 도래지

ㅇ 지정종별 및 명칭 : 천연기념물 제245호 철원 천통리 철새도래지

ㅇ 관리단체 : 철원군

ㅇ 소 재 지 : 철원군 철원읍 내포리 일원

ㅇ 조정내용

- 지정명칭 변경

ㆍ 당초 : “철원 천통리 철새 도래지”

ㆍ 변경 : “철원 철새 도래지”

- 문화재 지정구역 조정 : (당초) 396,696㎡ → (변경) 370,270㎡(세부내역 별도 붙임)

ㆍ 현 지정구역(내포리 일원) 조정

‥ (당초) 200필지 396,696㎡ → (변경) 26필지 50,524㎡

ㆍ 지정구역(이길리 일원) 추가 지정 : 58필지 319,746㎡

ㅇ 조정사유

- 지정 당시 행정구역상 존재한 천통리 지명은 현재 없으며, 현 행정구역상의 내포리 및 이길리 지역 전체를 포괄할 수 있는 새로운 명칭 필요

- 주민들 재산권 침해에 따른 장기 집단민원을 해결하고 새로운 철새서식지를 발굴ㆍ지정함으로써 최근 철새서식지 환경 변화에 따른 합리적이고 현실성 있는 지정구역 조정 필요
